Mutual Fund - Help me understand.

What happens when mutual fund value goes down and then rises again - earning more dividends -  and let's say it's back up to where it was a year ago...haven't you already paid tax on that amount?  Isn't it like paying taxes on the same value twice?  Or will you not receive dividends until fund reaches a certain point?
