Motor Guide 730 toe switch problem ...foot control...trolling motor... boat.... fishing... bow mount...

I've got a motor guide 730. Toggle on left for full speed always, momentary, and constant. In  "up" constant position, it still behaves like momentary. Is this a toggle switch or right side toe switch problem?
