If I buy a OEM Server Motherboard - Intel S3210SHLC, will I be able to not just 'download' drivers that come with the shelf version, but also download the software. Or will the software have to be brought?
All new motherboards should come with an installation CD, unless indicated otherwise by the manufacturer or seller. If you replace a defective motherboard with an exact same kind of motherboard, it should work right out of the box and you don't have to do anything at all. Your hard drive already has the needed drivers pre-installed.

Drivers can be downloaded online. For the software, it depends on what software do you need. Free software can be downloaded from the Internet.
