Hello!

I'd like to know about men's dress code for new year's eve party. Is black tie necessary? What means exactly "smart casual"? Sport jacket and dress trousers? With ou without tie?

smart casual means a nice shirt nice pants and a  jacket not jeans sneakers and a tshirt
