From personal experience, this is very much true, though, when drunk to a state where you cannot remember, there are not so many "actions" you can perform in the first place, mainly breathe, puke, and mumble.

Alcohol turns off the brain's functions, starting from the most complex, lowering inhibitions etc, and if taken at dangerous levels, it will even shut off the brain's basic functions, breathing and pulsating the heart.
