Lawyers are disbarred, not doctors. Your doctor may have had his license revoked. Contact your local government for the agency that would control medical records. The records are not destroyed and you should be able to access them.

Each state will handle it differently, therefore, contacting local government is the way to go. You may have to navigate through some different departments before you find the correct one since it will involve the usual red tape.
