I don't know what it stands for but it is goverment help where people also get food stamps etc. They have given help on health insurance for people who need it ,but have to high of a income to quailfy for access. I believe it is called access in all states. Ask around with people lossing jobs everywhere arround I'm sure you'll find someone who know a local office .if not job google access and punch in your local zip code and fill out the papers.
