Meaning of a proverb, maybe of Romanian origin

A few days ago an Israeli Knesset Member (Moshe Sharoni) stated the phrase "The chicks are counted in autumn-time" in a televised interview. In a later radio interview Sharoni said, when asked for the meaning of the phrase, that it's a Romanian proverb, but still couldn't provide any coherent explanation as to its meaning. Can anyone help?

OK, I have the answer. It seems that Sharoni made a mistake, and the correct proverb is "You count the chicks at spring-time", and not in the autumn. The origins of the proverb is the cold winters in Europe, which caused many chicks to die from the frost. Farmers, therefore counted their chick-inventory in the spring, in order to count just the chick that survived the winter.

Never heard of this one. It may be a variation of the saying "don't count your chicken before they hatch".

Toamna se numara bobocii  = u count the bobocii (goslings and duckling) in autum time. In autum the gosling and duckling are big enoug to be cut(sacrifice) for meat. Boboc is student in fist year of school (first year in college, high school, kindergarden, etc) so u will count bobocii (new students) in autum. And boboc = bud (unopen flower).
