There is no one answer to this question since it is a matter of taste. A major color for the pants and a shade of the major color for the shirt and you will usually not go wrong.
depends, I like to wear alot of black pants so I usually wear any color shirt.
I have (for example) brown pants with lite orange pinstriping, so I wear an orange shirt.
