Making a legal turn

On a four lane road, with a turning lane (2-lanes going each way) comming off a side street. If you want to turn right onto a four lane road, when comming to a stop, you look left and see no traffic comming befor turning right onto the four lane road, can you legally cross bolth  lanes to get to the turning lane or do you have to turn into the first lane first, then turn blinker on and go into second lane then turning lane?

SADLY, most fishermen are afraid to touch the worm.

It likely depends on the state.

In AZ, the law says that you have to turn into the lane closest to you (i.e. the right most lane), though I've never seen this prosecuted. 

Either way, it's SAFER to turn into the right most lane, then change lanes after you've established speed and clear view.
