All you need to do is give the person a bill of sale with the Vessel Identification Number ( VIN ) on the bill of sale... The Vin number (what it is usually called) is located somewhere on the boat stamped usually on a metal tag. They will check the boat to see if the numbers match the bill of sale you provide. If they do, your licensing outfit will issue a registration and license to the buyer. As for the title, the person files for a "lost title", which is just a formality. But... the person will have to wait a period of time while they search the Vessel Identification Number. This takes time, some states take up to 2 years. This is to prove the boat wasn't stolen. Once the vessel has cleared the data base of stolen vessels, they will issue a title as well to the person listed on the registration. Be sure to have the buyer KEEP THE BILL OF SALE in a safe place so that the buyer doesn't have to track you down later ...
