after 9 months he should either say yes let us tie the not or say I am not ready for that.

My feeling is that he is not willing to commit so you should be ready to do WHAT
EVER IT IS YOU WANT TO DO leave or stay with no commitment and live with it.
It is only YOURS to step in or step out of, no one else can tell you!!!
