It sounds like you used too much water to me. You could try to add more grated soap to the mix. Also soda and borax can cause it to not jell if you put too much in it how much of each did you add? Did you dissolve the two powers in warm water before you added the liquid dissolved soap? What brand of soda did you use? Some of them have additives such as powdered peanut shells and salt and stuff in them to make them appear to work better than others and that will keep it from jelling too!
