Victims of circumstance owe it to fate. Victims of choice owe it to themselves.

If you mean the people of Latin America, then the answer for many of them would be never, as there is severe poverty in many parts of this section of the world.

If you mean Latin America itself, then I would have to stick with my answer but for different reasons.

Most latin americans, as well as people in Spain, prefer dinner to be between 10 pm and midnight. I don't know why. Just always been that way.
