Does saying "I love you" or "I am in love with you" reflect a deeper love? Is the word "love" being used too loosely today and losing its true meaning?

No, I don't think so.  Besides, people do not think too much on every sentence they say..... Sentences come out by our "automatic pilot".... You feel like saying "I love you" and you can say it each time in a different way.  I woudn't give to much weight to the exact words..... sure I won't draw conclutions if it's more love or less love.... 
The second point is a very important one.  Yes, the term "love" is being used too often and in regards to almost everything.  Sure in the past the use of the word "love" was less common and was used for real deep love..... How do you like your icecream ? - Oh, I really love it....  far below the true deep meaning of it..... Love is the best present God gave us.... I am afraid we don't appreciate it enough.....

I personally think saying "I am in love with you" reflects a deeper love than saying "I love you." To say you are

in love with someone shows that you have an intense desire to be as close to that person as possible, emotionally and physically. As for the word itself, "love," I think it is overused. I sometimes think when people are dating, they think they are "falling in love" when they're really just lusting their partner. But often times, they don't know the difference. It's only after a person gets hurt a few times and maybe finds a person to spend the rest of his/her life with that he/she realizes many of the previous relationships were not love but rather a desire/lust.

to say you love something is to say that you appreciate the beauty you see, whether it is sunsets, homes, animals, views, or food.  you get the idea.

to tell someone that you love them invokes certain emotions that are heartfelt for two.

 there are certain friends that i tell i love, but it is in purely plutonic fashion.
