The two options are good. The advantage of using the monitor as TV is that you won't need your computer working for watching TV. If you buy a TV card you'll be able to capture video/photos to the computer, this is a nice thing if you'll be using it, but the TV card might reduce the picture quallity a bit (the old cards did, maybe the new ones are better). So if you won't use capturing I think you better use the TV, because it will be easier to use and you won't need the computer running.

Now it's up to you.

please note that using LCD you will have a hard time watching TV (like news, or just MTV) while working with your computer. PIP (picture in picture functionality is not good enough). unless you intend to work 1600x1200 most new TV cards (which are putting an overlay on the analog signal) would work fine. I am not sure if there are DVI overlay TV cards or integrated DVI\TV cards but this would be the best of all worlds selection.

to add, the standalone TV has quite a few advantages, namely ready connections to other devices, games consoles, dvd players etc. It'll also have remote control, decent audio, a much quicker boot time and can  be moved around the house if you wanted.

The other thing to consider is the size. Widescreen or 4:3, widescreen has almost the equivalent of two sceens side by side, which is a useful. If you normally use a PC with a high screen resolution, you need to  make sure the TV can display it, most hi-def TV now show resolutions of 1280 x 720 or 1366 x 768. Also check connection types on both devices are compatible, either DVI if you are lucky, S-video or if nothing else, VGA is the standard method. good luck
