Invite google to crawl and remove page without being administrator

Let's say that I wrote this page, but I don't own the site:

http://israblog.nana10.co.il/blogread.asp?blog=118043&blogcode=4028515

In the page there is a NOINDEX meta tag for two month already, but it could still be found on google.

Is there a problem with the meta tags in the page?

Is there a way to invite google to crawl my page and remove it, without being registrated as the adminisrator?
