Most modern laptops should come equipped with both wireless and standard (i.e., "RJ45") connectivity ability built in. The most recent laptop I bought--more than a year ago--an HP dv6000, has both; this was definitely NOT a high-end laptop, either, so cost shouldn't be much of a consideration.
When you're shopping for laptops, just be sure to check their specs and see if they come with wireless cards and/or standard NICs pre-installed. I'm assuming that your stepson will prefer wireless access and not want to be tethered to a cable, so it's definitely a pre-installed wireless card you're looking for.
