Every city in Oklahoma has its own laws and ordinances concerning where a business can be located. Small towns have few while larger ones have many. You'll have to check your local ordinances to find out. State law does not address where you can locate a business. In the city I live in, you can't operate a business out of your home but the definition of a business is somewhat vague. Some businesses are ok in your home, such as electrical, plumbing, air conditioning, etc. because your customers do not come to your home to do business. You go to them. Your business requires your customers to come to you. That's a problem.
