How important are the number of google adsense panels on a page - is it possible to earn more with less due to smart pricing issues - or does more panels = more money
Usually, you can put more panels on your same web page. Smart Pricing depends on behavious of your user so if you get high CTR, you will surely not be Smart Priced. So, try to write content which is of value to user.
It will inturn reward you with Money...

Use more panels of adsense and watch which panel has small and high ecmp. After some weeks delete some panels with small ecmp and that´s it.
The ecmp depend on many factor: colours, placement, borders...
