Let's consider this for a moment:
10-20% of your paycheque is to pay yourself first (retirement investments)
Chances are that you have neccessities in life at 35-50% of your paycheque for fixed and variable costs (rent/mortgage, transport, clothing, etc).
Another 5-10% for long term goals
What you have left is discretionary. So you can use that portion towards recreation.
Keep in mind that recreation is not about spending money.
Your goal is to enjoy life and keep your income greater than your outgoing.
There are many recreational activities that are inexpensive that many people enjoy: ultimate frisbee, cycling, rugby, jogging, having friends over to play boardgames, etc.
There are many inexpensive recreational activities one can do solo or socially that are fun!
