Inclusion/Exclusion in membership in nonprofit org.

I am questioning the "laws" of inclusion in regards to membership in a nonprofit organization. I believe that disabilities and being poor are some of the elements in the descrimination and exclusion. I am familiar with ADA laws but am not sure just how they apply here.
