For computers and computer parts, there are no import taxes. You will need to pay 15.5% VAT in Israel (save all receipts or they will just come up with the price themselves, usually higher than what you paid).

The procedure should be fairly simple. If you bring it with you on the plane, you just go through the customs' check point in the airport and declare your goods, fill some forms and get a bill for the VAT (I am not sure if you need to pay it on the spot or not).
If you send it as a package, the post office authorities will contact you notifying about the delivery and how to release it (or not, if you very lucky and depending on how you sent it, then you may just have it appear on your door step one day. But don't build your hopes up, it is probably cheaper just to pay the VAT).
