IRS Audit exemption?

I remember hearing your radio show many years ago in my city. I have this memory (vague) of you mentioning that anyone who had experienced two or more IRS audits were automatically exempted from any further audit activity. Have I imagined this, mis-interpreted this, or maybe dreamed this?

Don't sweat the petty things and don't pet the sweaty things.

This web site list the various exemptions that were announced by the IRS for 2009. There is no mention of two or more IRS audits and I didn't see anything on the Internet.

If you have been audited twice for the same issue and the IRS found no change in their favor, you are not supposed to be able to be audited again for at least 7 years on that particular issue.  If they found something, they can audit again.  Even if there was no change on what they looked at, they could select another issue to audit.  If you went through 2 comprehensive (full) audits (and that would be extremely rare) with no changes in their favor, they cannot audit you again for at least 7 years.
