I'm not sure if it's actually illegal, but definately for safety reasons. With a cast on your foot, they don't believe you could act fast in an emergency situation..moving your foot from gas to brake, fast enough. Also you would'nt be able to feel the pedals under your foot. Hope this helps a little. MJ
