Networking speed issues can be related to many hardware/router/os configurations. Assuming all is ok – try the followings:

Assuming you are referring to file-transfer uploads – after installing a new router/fw, for best performance you should be configured to allow P2P connection.Details can be found here http://www.icq.com/help/view_faq.php?faq_id=4513 and here http://www.icq.com/help/view_faq.php?faq_id=4737Otherwise performance may degrade, as ICQ fallback to alternative methods, which do work but may very well be slower. wifi related speeds are bottlenecks and noticeable only when transferring files within the local network – when using the Internet it usually unnoticeable, because most broadband connections are still slower.
