This site explains the difference between hurricanes and tornados, one of these differences is the locations they develop.  Hurricanes develop within 8º and 15º north and south of the equator over warm water. Tornadoes on the other hand can develop anywhere almost anywhere! Therefore you can say that there is a chance that in the hurricane strip (8º and 15º north and south of the equator) you might find tornados as well.
