Why is the relative humidity in Israel usually higher in the air in the summer than in the winter
Actually the relative humidity is higher in winter than in summer in Israel (you can take a look at the data at the ministry of environment website, but not that not all stations have this data). It feels more humid only because we sweat.
If you're asking why it's so humid in the summer, it's because the winds usually come from the northwest in the summer, and the air absorbs a lot of humidity from the warm mediterranean.
