House arrest scenario

Can someone on house arrest without monitoring legally leave the house and visit people? Being more specific, a niece of mine has a boyfriend who's supposedly on house arrest for breaking and entering and perhaps also possesion of pot. His parents have said he's allow to attend church events but he's recently found his way to family functions. Are we committing a crime by not reporting his attendance? He's 18
