I'm doing a friend's eye makeup for her for a wedding she is going to. She has small eyes, but she wants a dramatic look that stands out. What are your suggestions?

If she has small eyes...then you could focus on the eye below and above the eye area...with the colors that suit the timing of the event you could also add shine to the eyes to make it look stand out and shimmer.
