yes, it is power of attorney. i have worked in hospitals for the past ten years of my life. sounds to me that he is just trying to be a controlling jerk...and is probably having a hard time with all of this...just as yo are. was your sister already in a coma when she arrived at the hospital?

as family members you have the right to be there no matter what he says. if i were you, i would call before you go to visit just to make sure he is not there. as purefaith said...and just to try to minimize the confrontation that is bound to occur...spend time with her when no one else is around. find a nurse in the ICU who will help you out. most of the nurses are sensitive to those kinds of situations.
