One of your protection programs probably deleted a file it shouldn't have.

What you need to do is type regedit in windows run prompt and search for winsys16_061230.dll this entry, you will find

"C:\WINDOWS\system32\userinit.exe,rundll... C:\WINDOWS\system32\winsys16_061230.dll start"

Modify this entry to as below :-
C:\WINDOWS\system32\userinit.exe,rundll3... start

reboot .

If it still doesn't work signup for free here use the trail version  and run a scan that will help you recover a the missing file.

Or, if you're uncomfortable with modifying the registry, you may try to use windows repair tool. Boot your computer from the windows CD, choose fix/repair setup and follow instructions.

winsys16_061230.dll apparently is a piece of malware that your protection software has removed without cleaning the registry entries.

Go to www.regvac.com and download the trial version of the software. This is a fully functional 30 day trial for cleaning and repairing your registry not just a 5 error fixer like many trials.

Running this should remove the entries in the registry attempting to run/load files that nolonger exist.

Remember always make a backup of your registry before changing it with any utility/program in case of problems.

Cheers!!!
