Home Eye Beam Repair

I am in the process of purchasing a foreclosed home (in Florida). And, all along they have said that there is an electrical problem that need to be repaired. (The previous owner supposedly cut some wire to bypass the meter.) But, yesterday I stopped at the property and there was a work order posted on the door. And, in addition to a reference for electrical repair, it said something about drilling and using steel & epoxy to repair the 'EYE BEAM'. What does this mean? Does the property have a serious structual problem? Thanks, Pete
