You should always begin with the most recent ancestor and move backwards in time.  Search the census first.  Since they came here in 1912, they'd probably be in the 1920 census, if you know what state and/or county.  If you just know the state, the soundex would be the best way to go as it is coded.  Pugh soundex code would be P000.  The soundex will show the county, page number, line number, head of household, members of household, ages, birthplaces, relationship to head of house.  You can then go to the original county census to find more info which will indicate where each family members' parents were born.  There are a lot of web sites for Wales, usually listed with England.  In the Handy Book for Genealogists that I have, there is a chapter "England and Wales."  Wales is not listed separately.  It provides 11 addresses and web sites.  When you do request information, remember to enclose a self-addressed, stamped envelope.  In this case, if you write to an office in England or Wales, an envelope would suffice since the postage amount is unknown.  They'll probably tell you what they have, but you can offer to pay for copies.  If his parents came to America via Ellis Island, there is most likely a record there.  Start with the census/soundex first and go from there.
