High baseball bunt

When bunting can you leave the bat squared over the plate and a ball be called.  The umpire said if you don't make an attempt at the ball you can leave the bat out front squared up.  I told him the bat had to be pulled back or is't a strike.

The answer might depend on the rules of your league.  In general the question is whether the pitch is "struck at."  (See http://www.infosports.com/baseball/arch/2633.htm)  If you just hold the bat there, it's hard to say that the ball was "struck at."  But in some leagues or with some umpires, you might get a different rule or interpretation.
