8 months ago and now it seems she always in heat is this normal
She can't physically be in heat after the operation, so it's probably not normal. If she still attracts males from all over, something is wrong. If she "humps" your leg, or tries to mount other dogs, it is not a sexual behavior but a way for her to assert her position in the pack. Dogs are very much status oriented and the more dominant dogs can mount the lesser ones.

Never give up on someone you can't go a day without thinking about.
Just to be on the safe side, I would suggest taking her to the vet and explaining the behavior to the doctor. It may be possible the surgery was done incorrectly.
But I have to agree with whitelady, it's more than likely she is just trying to show her dominance to other dogs so her "humping" is not a sexual thing.
If she has developed a vaginal bacterial or yeast infection post surgery she could attrack male dogs due to the odor she emits. Have your Vet give her a health exam. He/She may offer insight into hormone or dominance issues that may follow spaying and some behavior modification that would help.
