Is there any way to view the time of the history on your computer?like what time the page was looked at?

You can view history by the day it was viewed, but not by the time it was viewed. If you delve into the Temporary Internet Files section, however, you can find creation and modified dates for certain files which will tell you what time that information was downloaded, ergo what time the page was visited. But my guess is that you're just going through history of a page that you visited numerous times in one day and trying to find a specific iteration, so that's probably not going to help that much.

Your ISP should be to give you that information on request, but it is not available in your browsers history.
