Scrub it gently with a soft bristled brush, I would try to avoid using engineers soaps etc as these may be to harsh on his/her skin.

That question is very vague.   If you are more specific, people can help you.  Is it a birthmark, tattoo, sharpie marker?

Try dabbing a little hairspray on the ink spots, being careful not to get it in the eyes then bathe with warm soapy water.

 My daughter ruined carpet, sofa, bedding, clothes, hardwood flooring and a crib with a couple bottles of acrylic paint when she was a toddler  ;)
