Help with Designer's Gallery Machine Embroidery Software

I am having trouble upgrading my Designer's Gallery embroidery software from version 1 to version 2.  I get an error msg. that reads:

Error reading  Catalog file:  Catalog BL was denied.

What does that mean?  Is the software too old to upgrade?
