The person who the property was specifically left to has all the rights, if the children were all listen then each has equal rights (unless otherwise stated) but if their name was not included they have no cotrol at all until you pass the property to them (through death or another means).

There is (in the UK at least) special circumstances when a will has not been produced about how the money/property is divided up between relatives but this is thrown out when a specific will has been produced, I remember that particular rule coming into place when I did some property investment recently.
