Would You say Hamilton Jordan was the best Chief of Staff in the White House?

What exactly are the Chief of Staff's duties?

In my view, James Baker was the greatest Chief of Staff.  (Better than Leo McGarry in The West Wing! Wink)  When the Reagan administration had problems, Baker was there to save the day.  I think he was a key reason why Reagan won in a landslide in 1984.
