What exactly are the Chief of Staff's duties?
In my view, James Baker was the greatest Chief of Staff. (Better than Leo McGarry in The West Wing! ) When the Reagan administration had problems, Baker was there to save the day. I think he was a key reason why Reagan won in a landslide in 1984.
He was the youngest, I'm not sure if he was the best.
