Hair coloring

I'm trying to get rid of my carmel highlights gone bad and was told that I could use #10 volume creme developer.  I started out with dark brown hair and gave myself highlights over that (which turned out too much and very brassy!).  I am planning on doing lowlights with another brown..but don't know if I should use the #10 on my highlights..then do the lowlighting or mix the #10 with the brown hair color while doing the lowlighting.  Can anyone help?
