The Group Policy is set in the Active Directory Domain. You can change or remove it via the Group Policy Editor (GPEdit) on the Domain Controller. If you don't have the rights to do that, ask your Domain Administrator to remove the Group Policy restriction for you. Alternatively you can use tools that temporarily disable the Group Policy, such as dial-a-fix.
