The government is allowing this because our popular vote doesn't count and hasn't for a number of years. The "electoral vote" is what gets them elected and they vote the way big business tells them to vote so they can get more kick backs... The old way of counting the popular vote is more cumbersome, but it is the only way the people can really be heard.
