Governament confiscation of gold bullion/coins

I have read that the patriot act has a section on page 33716 of the federal register, at the end of the third column, stating that the government can confiscate gold bullion or gold antique coins.  I want to print a copy of this document.  I cannot locate this document through the library of congress.
