Yeah, it's one of the factors that determine the ranking, one of the most important ones IIRC.

 

The answer is simply NO!!! Google has placed more emphasis on consistency and relevancy over inbound linking which seems to compromise the integrity of their search results. In other words, Google wants its searcher to find the freshest and most relevant content available as opposed to an older site that contains outdated content but is ranked highly because of paid linking.

Google Page Rank is givin to a site based on its quality. Higher quality sites get a higher page rank. Page rank matters in that it is a tag put on sites to let the world know how good it is based on SE algorithms.

To get a good page rank a webmaster must use SEO. Page rank matters in that when your site has a high page rank, other webmasters see your site as high quality and will more likely want to place your link at their site.

I don't know how focusing on Page Rank will help. I just focus on getting to the top of the engines for keywords. There are PR 0 and PR 1 sites that come up in Google searches for good keywords.

It is definitely a factor but it is not the end all be all. Useful content is important, fresh content is important, different formats of content (as search engines are going to universal search) are all important.
