Getting a full name out of car's VIN number

Yesterday, After pulling the car from parking, I've noticed one of my front car lights is broken. I immediately concluded that by driving in reverse, the SUV which parked in front of me, which has a towing hook by the way, has made the damage. I had left a note on the SUV and took his VIN number. The driver hasn't call yet. I'll probably wait a few more days, but, is there a way, here in Israel, to get a full name out of the car VIN number?

There is a law in Israel called "freedom of information" where you are entitled to receive any information you need from the private sector.

But in your case you are not allowed to receive any information that will harm the privacy of another citizen(9/a/3).

What you can do is check if the car is stolen or not maybe you will be lucky.

I assume you will get acess to this information if you hire a private investigator of file a complaint.

I will recommend the method that always works in Israel and it is called COMBINA.
