Germany Travel and Return with 90-Days Rule

I am going to be visiting Germany for exactly 75-days to remain under the maximum of 90-days without a Visa.  I plan on returning to Germany within 45-days of returning and want to confirm that I can still use those 15-days (left of the total 90-days allowed w/out a Visa) to travel back to Germany to then apply for permanent residence or visa.  Does anyone know that this is ok?
