I think the way this is played is that you cannot rearrange the letters.  All you can do is change one letter to create a new word.  For instance : Make, Lake, Late, Hate, Hare, Hire . . . . . . . . Only changing one letter but keeping the other letters where they are.  So, from Hope, I made Hops .  Soneone else needs to change one letter in the word hops.
